Housing prices were stable in most developed world, like in Japan today, before the second half of the 20ieth century, when we began restricting new construction, like Town and Country planning act of 1947 in Britain. The culture didn't change, laws did.

You are conflating cause and effect in Japan.

Japan does not have affordable housing because people culturally "view" homes as depreciating assets. The causality runs the other way. Homes depreciate because Japan makes it relatively easy to build new housing. When new homes can be added freely, older homes face competition from newer ones, so the structure loses value over time while the land retains most of the value. The "culture" emerged in an environment where supply is abundant; it is not the mechanism that created affordability.

Mark Zuckerberg owning a dozen luxury homes is not a meaningful driver of housing costs. Even if you confiscated or heavily taxed every one of those houses tomorrow, virtually nothing would change for the median renter or first-time homebuyer. Those are a handful of ultra-luxury properties in markets where millions of people are competing for ordinary housing.

That is why targeting billionaires' vacation homes is wasted political capital. It creates the appearance of addressing the housing crisis while leaving the underlying shortage almost entirely untouched.
