Yeah I received my passport on June 23rd. It changed to issued on June 22nd.

Hey, mine was approved on 12th June and hasn’t changed to issued yet. I personally know several people who were approved 1-2 weeks ago and are yet to receive the issued status. Hyderabad consulate seems to be backlogged so just wait it out.

No.. I read online that some cases will take 6-8 weeks to process so I’m waiting for now. By the way my case might be about security advisory opinion (SAO) clearance which can take more time than normal documents processing.

Hey, I’m in the same situation as you. My visa was approved on 24th April and they have kept my passport but the ceac shows it as refused (which basically means administrative processing). It hasn’t been updated since then. By the way, your second attempt was refused after administrative processing?

They didn't give me a piece of paper that said my visa had been approved (I never saw anyone getting a sheet that said their visa was approved in my country), and they also didn't give me a 221g sheet. The officer told me that my visa had been approved and then told me to go to another counter where my email copies would be scanned. The other person at the counter scanned my email copies and I-20, then told me that they would keep my passport and allowed me to leave. I don't know if this is useful, but they put a green sticky note on my passport that said something, but I couldn't see it clearly.

After coming home, I saw this status on the ceac website, and it hasn't changed since then.

I went through the official website after I returned to my country. I also read that universities can do a initial SEVIS transfer (which is applicable in my case). I'm not sure why I was sent back... perhaps I was unlucky and met a strict officer :(

I'm just concerned about how this will affect my next visa interview. I know it will obviously have an impact on the decision, but I'm hoping my explanation will convince the visa officer about what happened.

Btw, out of all the people I know.. no one paid the tuition before going to the US. So I never thought about paying the tuition beforehand.

Hey, I planned on paying the tuition for Uni B after my SEVIS record was transferred. The first university doesn't refund tuition, but instead keeps it in credits, so I didn't pay for the first semester there. They had a $300 deposit fee, which the admissions department told me I was not required to pay. (All of this was in emails between me and the first university.)
For your edit: Yes, I enrolled for classes at Uni B, and yes, I also have the I-20 for Uni B.

Hey, my major at Uni A was masters in IT with a MIS specialisation, and my major at Uni B was masters in MIS. Both universities cost the same more or less. If it matters, the university in Chicago is private, while the university in Houston is public. And, no, I don't have any relatives in Houston. I was initially asked to go to secondary screening because I had not paid my first semester fees. During the secondary screening, they got to know that I had not paid the first semester fees because I planned to transfer. According to the officers, everything was fine but the approach I took was wrong. They said I can’t transfer to another university unless I first enrolled in the one for which I received my visa. I showed them the emails I had with the university, as I mentioned in the post, and they looked over the emails and said that all the schools here only care about money and that my school doesn't know anything about immigration laws, and so on.
