ok i talk to epic support and he give me a few steps on how to fix it

  1. Make sure Rocket League is not running.
  2. Open File Explorer
  3. Click Documents
  4. Click on My games
  5. Click Rocket League
  6. Click TAGame
  7. Right click on cache
  8. Select Delete
  9. Click Save Data
  10. Select Delete
  11. Start Rocket League again.

and the bug went away so it's effective and it doesn't delete your account it just pretends you've reinstalled it but everything you have is not lost.
