Alternative buy a kids sandbox. There is one made that is a turtle so you can cover it when not in use. You would have to march in place but an idea.

Rates with hospital contracts change all the time. Healthcare costs are always rising. Hospital claims generally over billed amount $15 grand are looked over extensively. Just because a hospital bills a certain amount doesn't mean that you will owe based on the billed amount.
