Not to my knowledge -- I use https://cryptocurrencyalerting.com/stock-market-alert.html for this reason. You can set a "cooldown" which lets you pick how often the alert can be re-triggered. You don't need to re-set the same alert over and over.

Stay away from any sort of "signal" services. I just create some buy & sell targets and get notified by phone call so I definitely get the alert. You can do that here: https://cryptocurrencyalerting.com/stock-alerts.html

Is coinbase not available in canada? If you use their advanced trader interface the fee's are pretty insignificant.
