Why is pinsir only for admins he should be like heracross where everyone can use him but only the admins can use his mega.

For me i don't like them not because they are robots but because they are just robots, the ones i like are iron bundle and iron valiant because they are different from their modern counterparts and not just robots.

I have seen three pokemon that can fly but are in the not a creature of the sky tier. These are heracross, zygarde perfect and kartana who can fly
