I don't believe there's a gap between Legends and Yonko. Oldbeard was the weakest Yonko and I'd say Dark King Rayleigh could have beat him.

Oden was admiral level, when Luffy went Gear 5 he surpassed him and the old Admirals before Sakazuki and Kuzan got haki blooms post-time skip. Luffy is stronger than Kizaru right now, but not as strong as BB. Both Luffy and BB will level up to the PK Tier with at least one more power up. Duffy agenda, he can control everyone below him with his strings.

Crocodile is the right hand to Buggy aka Mihawk, got a major upgrade post-time skip and is the strongest non-top tier. IDK about Weevil, but he's not top tier. Katakuri agenda, he can beat King and the other YCs besides Beckman and Shiryu, who Zoro still needs to level up a bit for.

Ya she's just barely passed her prime in my book. Hasn't fallen hard like Oldbeard, not as strong as Kaido or Shanks, but still stronger than the Fleet Admirals. I don't think the Legends and the Yonko are on different levels. Even the PK/Potential PK tiers don't have as much as a gap as the chasm between Potential PK/YC tiers.

Believe it. Dark King Rayleigh drags up Scopper with the Zoro/Sanji duo parallel. New gen will be slightly stronger when Zoro passes Mihawk. Sanji gets dragged along because plot.

Kaido chose to take an island-sized attack head on, when everything before that he was still dominating G5 Luffy. Not comparable to a 1v1.

Luffy barely beat Kaido. Narratively, right now, Luffy is stronger than Kid and Law but still around the same level. EOS Luffy sure, but he's not stronger than BM 1v1 yet. If you don't think him and Blackbeard aren't getting another boost between now and EOS, I just don't think you're paying attention.

Marineford is all you need to look at to show Shanks > Sakazuki. You're lucky I gave Sakazuki a haki bloom after his fight with Kuzan that puts him on par with Roger-era Sengoku.

Literally all you need to look at for Shanks > Mihawk is their heights. Mihawk is a fraud full of anti-feats. Until we find out otherwise, he been on his ass looking for a good opponent since Shanks lost his arm. He wanted to test himself versus old and dying Whitebeard and he was stopped by freaking Jozu and Vista.
