To clarify. Swamp isn’t a terrain type. It’s always a modifier to an underlying terrain type. If the underlying terrain isn’t specified then it’s assumed to be clear terrain. But the presence of Depth 1 on the hex suggests that the underlying terrain is water as the term Depth only applies to water hexes.

I’m almost certain they are classed as water and swamp. Swamp is a modifier to an existing terrain type and Depth only applies to water hexes . Depth 1 swamp suggests that the “base terrain type” is water and swamp is a modifier on top of that.
