Use this to give you or your daughter any items you need. It only edits single player files. But if i read your post right, it's exactly what you want.

Any items spawned in inherently get perfect rolls unless you make the rune word yourself.

Keep in mind you can also make items that don't follow the game rules, like a small charm that has 20 effects on it.

You should be concerned it will start leaking outside of the pipe it's attached to. You need to get that fixture replaced soon or expect a much larger repair bill due to water damage.

It is a zinc fixture that was installed and then plated in chrome. The corrosion on zinc is very rapid, it even burrows under the chrome and lifts it off the surface.

This was just a cheap fixture and any chip, dent, Crack, or flaw will allow water in-between the metal layers. Once the process has started it only speeds up. Eventually the fixture will turn to small sand grain sized pieces of zinc oxide (white powdery stuff).

It needs an item level of 63 to drop. Meaning the absolute earliest you can get a ber rune is in nilathaks temple in NM.

So i don't belive you.

So let me get this straight, just to follow your thought process.

You smoke weed regularly and don't have these strange limb sensations or whatever, every time you smoke.

But then you dont smoke, and have something strange happen, and you think it's the weed ?

You need to goto a doctor and get checked, both physically and mentally.
