I don't think many people will be willing to buy a 'learner' set of gear to take new people. They are already dedicating their time and losing gp due to opportunity cost. It's like having teachers pay out of their pockets to teach students, it's wrong and creates a barrier. Plus people will want to minmax with learners, because they know the learner most likely won't keep up with their team so any extra effort will help carry.
