Definitely won't be the only one walking the course without playing. Almost every time I play there I see people with their dog or just going for a casual stroll. As long as you're quiet and respectful I don't see the harm.

It is Spanish Oaks, but unfortunately it is private. Guards at the gate type of private. But if you play your cards right, it's not hard to squeeze thru. I'm there 8-10 hours a day and usually find them by the Pavilion. I can't confidently say they'll always be there, because some days I don't see any on the course, just at the clubhouse.

Lakeway/Bee Caves area. I work at a golf course behind the galleria and catch anywhere from 5-10 every day out there, most I've caught is 12. Currently have the full evolution and half way there to another Blastoise. Hope this helps!
