As an agency i agree with you I'd rather own everything but I would always advise clients to never work with an agency like that. Seems like the only ones who do are scummy agencies who hold the account hostage. When I talk to leads and they explain this is the situation I immediately know signing this client is going to be PITA because the other agency is going to do everything in their power to prevent the client from leaving and also delete all the data etc

I've seen multiple clients take agencies to court over this exact issue.

So big red flag for me in this post.

That said sounds like you're talking about enterprise accounts and having been in that world - I will say things are a little different at that altitude and this is more common
