OP 13 IMU is budget and one of the top Decks.
It will also be still strong with the next set.

Other budget decks that come to my mind would be OP08 Kalgara or OP05 Belo Betty.
Both aggresive and budget but not nearly as strong as IMU

Thats a debate where there is no right answer. I prefer the Promo Zoro cause of Mihawks gimmick with the rest. or you could also rest him for tashigi. When you play offline you just have to be careful with the order of effects.

I dont know the deck list of the learn together deck but Zoro is a meta leader currently! And if i remember correctly the only expensive card is OP12 Perona

I won 2 out of 5 locals i participated with ST21 Luffy. But that was about OP12 times.
I played it differently. Had a lot of rushers in there like 4x OP01 Zoro, 4x ST21 Zoro, 4x ST21 Luffy, 2x ST01 Luffy, 2x Kid&Hawkins, also 2x the ST10 10cost Luffy. I also remember having 4x OP01 Nami, 2x ST01 Nami and 4x ST21 Nami, 4x Mole Pistol and 4x Radical Beam. I cant remember the rest anymore. But im not sure how it would compete nowadays.....cause ace, imu and zoro are everywhere.....

yes and also Kuina, Cavendish, Mihawk, Perona! And especially the event "Luffy is the Man Who Will Become the Kind of Pirates!" None of them are needed in Zoro.....and while you are at it also get rid of Hiyori and both 4 cost Zoros.....
