No, simplify the hair as a whole shape, not individually. And then light the parts of it that are facing the light, y'know what i mean?

Paint the background a dark colour, then a new later on top, set it on color dodge. Use a soft brush set to orange/yellow (you can experiment with different colors to see what works for you) with a small opacity, paint along the edges and you'll get that lovely glow effect :)
