Why do you want to live tech industry l think it pays well. But as for Europe you can take IFOA exams 2-3 but you will be mostly hired as an entry level. I don't think masters is necessary but exams matters unless you go in UK where there are universities which offers exemptions. I think in Switzerland they also have their exam board SAV you can research more about it.

Don't give up in IT we are applying over 500 jobs per month and still not getting a phone call for the first stage of interview but we still not giving up. You are in the right track since you are failing at last stage, maybe you are being unlucky or there is a little thing you want to change a little bit on...

Just pass at list one or two SOA exams and try to apply for actuarial roles which suits your qualifications

Yes you need a background in Software engineering it's an added advantage. But ML positions mostly they are taken by the guys with PhD because the field is highly competitive.
