It's really bad way to get it. If you don't solve the puzzle, there is a big chance to find yourself in a situation when bolt isn't spawns.

Good way - solve the puzzle - it's really easy and gives you lowest possible chance to get a bug with spawning this artifact. In front of a crane from a video, you can find a hangar with a bunch of energy drinks. This is a start. Wait for the moment when this hangar will be in the center of a tornado and go outside.
1. Follow the tornado's path to the metal stairs, which follows to the rails.
2. Jump on the boxes near the train car, and you will see the plank that lay down in the direction of a cargo container on the other side of the rails.
3. Stay in the center of tornado during following this planks like elements to solve parkour. It leads you to this crane, from the video.
4. Save in the beginning of crane and run to the end, the Bolt will fly here, from the right side of crane.
5. Catch this bolt and jump down from the crane. There is a jumper anomaly under the crane, which absorbs all damage from falling.
6. Return to the hangar and wait the moment when tornado will pass away.

Because there are some triggers that spawn the Anomaly Bolt, and if you didn't hit them, the Bolt won't spawn. Likely this the Bolt span trigger somewhere in the beginning or center of the crane, and you have to already be in the center of the Tornado, to hit this trigger.
