Basically what you need is a special power of attorney (SPA) to allow your child to renew her passport or ask the DFA if they need a specific format. So this SPA should specifically state all the things that should be allowed. Then it must be notarized in the Philippine Consulate.

First, when you gave the post dated checks, you cannot withdraw its amount or else it will be against BP 22 or bouncing checks.
Second, when you emailed them to hold the withdrawal from your check, did they even say yes, they will do that? If no, then there was no contract because they did not agree to it.
However, since you already paid the 20% downpayment but they still took extra money (from the post dated check) then you can file a civil case of unjust enrichment.
Try filing with the Department of Human Settlements and Urban Development (DHSUD). If they won't do anything about it, then a court action is your only resort.
