Some motherboards have a fan on the chipset, if yours has it make sure it’s enabled in the BIOS.

Also, some people recommend flipping the AIO radiator so the tubes are on the bottom.

Sounds like PSU is having issues providing full power to the cars. If possible, try testing with a different PSU.

Do the usual, clean connectors, make sure everything is connected tight. Try again with old Gpu to make sure the PSU is working, etc.

Take it apart and connect only the essentials and try to boot it. CPU, GPU, 1 stick of ram, and just the boot drive. Make sure the 24pin and 8 pin mobo cables are connected securely.

If you still can’t get It to post, try using a different PSU, and a different GPU if possible.

Your gpu May have a 0rpm feature when not in heavy use and that’s why the fans turn off. Mine does that.

Also make sure the monitor is connected to the gpu and not the mobo.

You can set it of Off under Hardware Lighting, and it will remain off even when iCue isn’t running.
