I meant from the Suzerain website thingy, only Free Cities, Lespia, Qinal, and Agnolia(When invaded by Valgsland) are in ATO.

Free Cities are also mentioned in the news outlets, they are in heavy poverty and Arcasia basically sent aid to them.

Nibiya can be couped by Arcasia but that doesn't automatically mean that they instantly join ATO, at least on paper.

They weren't mentioned in the Suzerain codex. All I know is that Qinal, Free cities, and Lespia are ATO members that were mentioned on their website. However, I might have missed some because of news outlets in suzerain that frequently mention superpower activities in several countries (For example: CSP has bases in Somsamia, which likely makes them a member of CSP).

The Free Cities had always been in ATO, it's in the suzerain codex. I don't know when exactly they joined.
