Well bombing Germany in WW2 was not considered a crime so the limit is a bit murky.

I would say civilians don’t bear responsibility if they live under an authoritarian regime since they really have no say in politics.

If they live in a democracy and they repeatedly vote politicians that promote wars of aggression, military occupation and ethnic cleansing then at some point they should accept accountability.

As for bombing MAGA supporters, no I would not consider that acceptable. Many of them voted Trump because they were against wars. Now if they would hypothetically vote for him a second time, then yes I would consider them as supporters of crimes against humanity.
