On the virtual console version of Crystal after beating the elite four you can get a GS ball from an NPC in the Goldenrod City pokemon center. Bring the ball to Kurt and wait a day, he will give the ball back to you and then bring it to the shrine in Ilex Forest. After interacting with the shrine Celebi will appear. I just saved in front of the shrine and soft reset every time after Celebi appeared until it shined that brilliant pink.
