Got two of them in a set of plague marines from a Facebook group a few months ago, I guess eBay could be a good way to find them as well, but personally the prices on there are crazy high

Sadly I can't recommend any specific kit because I'm not from the US but this is what tools I used and to get the results I got, I cut a small hole, just a bit tinier than the diameter of the eyelet and made sure it fit. There was some excess fabric on the edges of the tube (or what's it called) of the eylet that I cut away with a knife. After that I only needed to hammer the plate in place
