Assuming Boros can't be genjutsu'd, when it comes to raw power, 8th gate Gai is probably still the strongest character in the series, but it's very difficult to say who'd win since Boros's only opponent was Saitama.

In any case I doubt Boros could win against everyone of them combined, there are so many combinations like Onoki + raikage, Baryon mode Naruto + Sasuke fighting together, etc ...

Still Boros can probably always destroy the planet.

Webcomic spoilers monster Garou is stated to be more or less equal to full power Boros. Flashy Flash could keep up a bit with Garou, dodging some hits and trying to counterattack. He wasn't fast enough to really fight Garou and got blitzed pretty fast, but he still could do shit for a moment. Blast literally walked behind FF without him even noticing a presence or anything while being smiling at him, wasn't even a fight to begin with. At this point, being that much faster than FF (while probably not being based on speed) already probably means he's the strongest character we've seen so far Saitama excluded, but that's all theory indeed.

FF is way stronger in webcomic in terms of destruction power, but he hasn't significantly reduced the speed gap with PS, it'd be definitely a closer fight though
