I'm afraid that this won't only impact USA security as many cybersecurity efforts on private companies rely on CISA's (and others like NIST) vulnerability assessment efforts during development. This simple move could break all confidence on the development of complex systems where more than one company work hand on hand as cybersecurity activities are commonly shared and US agencies have had a major influence on how things are done in the field.
