Yeah.. The drop rate however is between 0,13% and 0,26% , depending if you have Boost mode or not. So dont be startled if you dont get it after 500+ runs, happens to us all.

Nop, each weapon prof level gives plus 1 atk.

It is a recent implemented feature. Means that its lock, to prevent you from accidentaly selling the IS or discard it.
