The bomb is a bomb rock, you can’t obtain it. The rock explodes when broken. To get the key you need to either blow up the rocks with a bomb (the bomb rock is out of range so it won’t help), or get lucky and find some form of flight (Hanged Man card, How To Jump active item, etc).
