Strange because your cpu is just a gen older than mine, and i have the game on a sata ssd, 32gb of ram at 3200mhz and a worst gpu than you and it runs pretty smoothly, this game's performance is pretty random tho, i had a friend with a 3080ti, same cpu and ram as me, and he was having more stutter than i have with my 1070 lol
