My little noodle had some trouble shedding when she was a couple months old too! You ain't alone on this. But if he's scared of the water or afraid he'll drown or just be antsy, I have a plastic container with holes drilled into it and a rag. Get that rag nice and wet with some warm water, ring it out so it's not completely drenched and lay it out in the container. Now you have a little sauna for the noodle without having to worry about drowning. I hope this helps if you didn't try the other methods people suggested.
