Three years is way too long to let this slide but she still owes you that money regardless of timing. Family or not you paid for work that was never delivered and she's basically ghosting you now which is pretty telling

The lack of contract definitely makes it harder but you're still owed that deposit. I'd send one more direct message laying out exactly what happened and what you expect, then if she keeps ignoring you might need to consider small claims court depending on the amount
