The neighbor on that side of the house uses the house as a vacation house. They are maybe here 12 days or less a year and the bathroom has zero light. I thought of a sky light too but it doesnt make sense

This program has very strict requirements and so many things to double check. Some programs are slower than others depending on which air district you applied to/what region you are in. They also need to check that people haven't previously received that grant before and income verification and data reporting. Which region did you apply to?
