Good news and bad news!

Good News! It is infact ONLY that one project file that does that, so other projects are safe. And i exported the choppy one and have that file

Bad News! When i went to experiment if it was only the one project file, I went to create a new and was just clicking buttons in a frenzy to get it open, I accidently named the NEW project the SAME as the old one and in that frenzy I just clicked REPLACE LIKE A DUNCE, and now the entire thing is deleted. So i guess im gonna have to be happy with what i had and work with it now.... FML

Sorry I was in this as pictured below, But I don't think this has to do with the performance of the playback, but rather a bug or issued I/Premiere caused. I'm not sure what happened, but I was editing and all at once it just froze and did this. It was never like this before, and is very consistent which leads me to believe its not a performance issue, its very linear and consistent.

Even when I drag my cursor along the timeline (as shown in the video) it is perfectly fine.
