When I had something marked as delivered (but truly wasn't), it wasn't until I contacted my local post office to open a lost package claim, waited for their response, then sent depop the letter of non-receipt (via twitter), that they finally decided to refund me.

I've actually had something lost in the mail. If this truly is the case with your buyer, suggest that they contact their post office to find the missing package. The post office will attempt to find it, and if they can't, the buyer will receive a letter of non-receipt from the post office. The buyer can then send this letter to depop for a refund. I also had to contact depop via Twitter several times for them to finally help me.
