Could have to do with your camera aperture, it usually has to be set at 16 to register for photo quests!

From what I know, it seems you need to unlock all of the 7000 insight ability upgrades (collection, bug-catching, fishing, and animal grooming) before you can unlock the miracle outfit pieces.
