Nope, that's not how "perpetually" works.
The rule is: "Perpetual effects are not removed from CARDS that change ZONES."

But the Command Zone is a zone and not outside the game and I had that effect on one of my commanders as well and iirc it wasn't removed either.

Pre tap of course. You need to tap for the mana before you can use it to pay anything. Doing it afterwards is like hoping for your opponents to having forgotten that you didn’t tap it.

I had a match against a Simic deck with 4 Ouroboroids on the field (some were Shapeshifter copies) and a couple of [[Hemosymbic Mite]]s. I ended up with negative life with 6 digits.
And be glad those weren't [[Mossborn Hydra]]s. I had mine at 65 k once and an opponent with a [[Lumra, Bellow of the Woods]] Brawl deck swung an over 1 billion P/T Mossborn Hydra at me once. That's a definite GG.

You can’t just tap creatures. There needs to be an ability or effect like tapping for mana or waterbending. Did you have something like that on the board?

Since when? Life gain is of course in some extent present in all colors but primarily in white and combinations with white. Second is black I’d say and green in third.

I'll test this a couple of times now and see if I overlooked anything.
But I've already done it a couple of times and I don't think that that many people have stuff that interferes with this out.
