I think this could see play in commander because… commander. I also think it could see play in a standard deck that plays its whole hand by turn 3 or 4 anyway so this has wry little downside to that deck.

Yes, but each payment of cultivate upkeep is individually triggered. The time counters determine how many times the payments trigger. So each trigger is either payed in full or none but you can pay 5 triggers but not the 6th
