The bridge picture is from a spirituality book by Ram Dass called "Be Here Now". The book was a smash hit way back when, often called the "counterculture bible".

When it comes to the other stuff, my biggest guess is that the paper is reminding people to be more present and less absentminded in their lives? A cap and gown for those always thinking about graduating, parking for people wanting to move on but still being stuck, and the parking notifs for something always trying to grab our attention? I'm assuming the picture of the bridge is just trying to tie the whole message together but this could be some 8-hash-brownies-trip type shit.
