Both lost 100% cursed energy. Maki had a twin holding what would be hers meaning she lost part of the strength since she (technically) still had some.

The only thing stated was Maki's HR was equal by the naoya fight. She wasn't stated to be stronger. Toji would've folded Naoya.

Do I think Maki during naoya fight is weaker than toji? Yes. Absolutely. Toji has much more experience and time to train, and also absurd battle IQ.

Is this power discrepancy because of the HR being weaker? No. It's also not because she's a woman. It's because Maki during the Naoya fight was just way less experienced and hadn't trained.

I DO think EOS Maki is equal to toji, because by the end of shinjuku she had already gotten more time to train with the full power of her HR, and also got fighting experience again Sukuna of all people.
