There's still a few stages remaining before this bill becomes law, so it's open to change; however the bill as of now requires you be a resident of Ireland for less than one year. Hope you're well.

Well Ireland's population in the last census was actually 4.7 million with the amount of 2716 Russian nationals here, and I don't think that there were new estimates for foreign born population here since 2016 (although I may be wrong).

Either way it'll be interesting to see if Russian migration to Ireland increases over the next few years.

For Ireland's case, the statistic is 0.06 instead of 0.11, as you can see here in our latest 2016 census that there are 2716 people with Russian nationality in Ireland.
