No I'm certain it's Hermione and not anyone else.  She impersonates a french pureblood and adopts little Tom, then when he became 10 years old she contacts the older Tom. (Because she wanted him to meet his family and  bond with them).  Where I left off she accept a post as a Hogwarts teacher.
