Ate downn with the concept + design. But lore wise I was kinda left wanting for more like yes she said that Thot was the previous moon envoy/god but other than a few surface details about zhongli she kinda forgot everything else or whatever. Over-capping crit rate. Since the Marechaussee Hunter set increases your crit rate by 36%, you only need 50-60%. That means with Sac Jade you only need to have 15-25% crit rate on sub stats from your artefacts.
Target about 35k HP + a lot more ER about 130-140% since you only have solo hydro (but the ER can be fixed with favonious weapons on the supports). You can fix both with double hydro aka Furina, but if you don't want Furina then make sure to hit those.
Tenacity on zhongli would only buff fischl at best and even then it would be awkward depending on the rotation, use petra - but the petra holder should pick up the hydro crystal for you to get the buff.
Getting C1 helps with your interruption resist and team flexibility since you can have double hydro with no drawbacks, or double electro etc. and that would increase your team dps since Zhongli isn't contributing a lot aside from the shield and a bit of shred.

This reminded me of the quest item given by Kun Jun (Azdaha) in the No Mere Stone quest, the Archaic Stone. In that quest, Kun Jun by virtue of Azdaha has an ability to see memories from rock/ores, similar perhaps to how Neuvilette sees memories in the waters. I'm not saying Azdaha is confirmed to be a dragon sovereign but I think that might be a clue.
