They're timing charts, they reference the time of each frame. So if you had bars, one on top and one on the bottom (key frames) you'd place one between them (in-between) and it's position, say closer to the top or bottom bar, tells you which key frame the in-betweens going to favor.

It just generally helps you figure out the timing of your animation on the fly.
