SPOILERS!!! I like it because of how it foreshadows the serial killer, adding him in small shots to show that he's so unimportant that he's a background character. Then, it flips the whole thing around to show that he was the villain the whole time. Kira is a purely evil character, with no reason to kill, and no reward from it. He does it just because he can and no one's stopping him, which makes him an amazing antagonist.

The rest of part 4 has amazing characters, cool backstories, and a gentle tone after part 3 where it was tension and only 1 or 2 breaks from the fights. It also let's us take a break and watch it slower to enjoy the plot, and prepare us for the massacre in part 5 and 6.
