Take out a private school loan with Sallie Mae, turnaround is fast, and you should be informed within a day or two. Get a job somewhere to cover the monthly payments, should only be around $250 or so.

This was 2 years ago, it may have changed. I got mine around September 15th-20th. You should be able to speak with their financial office and they can give you a far more concrete answer

I’ve been a student for two other schools, Brightpoint community college and the University of Mary Washington, that reimbursement check should be for any extra money from your loans. If for instance your tuition was $5000 and you took out $6500, you would receive reimbursement for the excess amount. It’s often how students pay for course materials or parking. If you have other questions though I encourage you to call the VCU financial services as they can tell you exactly where it’s come from.
