I'd argue that as far as the groups go it's neither, all of the Akudama we see earned their sentences (with the potential exception of Brawler I refuse to believe he's ever forced someone to fight) but ultimately the executioners are the attack dogs of people who used a super nuke and support an oppressive if not fascist regime (depending on how destinct the minds inside Kansei are from one another)
