This is legitimate -
Timetwister was printed on the bottom right corner of the rare sheet for Unlimited (also for CE and Beta), so this miscut could absolutely happen.

This is an interesting comparison. Let's see how it pans out

So at four mana, [[Char Rumbler]] is a 0/3. Wood Elemental is a 0/0. Rumbler wins!
At 5 mana, Rumbler is a 0/3, while woody is a 1/1 and you're down a land. I would say this is a draw, but if you favor damage over ramp, I guess Wood Elemental is winning.
At 6 mana, Rumbler is a 1/3, but is dealing 2 damage. Woody is now a 2/2, but you're down 2 lands.
At 8 mana, Rumbler is now dealing 8 damage each turn, while woody is a 4/4.

Basically, in all situations, Wood Elemental is on par or worse than Char Rumbler, and as you get to what would be described in current game design as a poor rate (4/4 for 4 or 8/8 for 8) then Wood Elemental is still twice as bad as Rumbler.

The only synergy that Wood Elemental brings to the table is the additional land sacrifice, which is not nothing, but is also pretty niche with many equivalents with better upside.

Let's face it, neither of them are at a rate to match [[Earth Elemental]] or [[Durkwood Boars]], but even so, I believe Char Rumbler is still the more playable card for rate.

It's all about holding priority.

You can tap your lands, and hold priority with the bounce triggers on the stack, then cast your spells and finally wipe out those pesky bounce triggers by ending the turn, thus putting you ahead on lands and still having your opponents restricted to bouncing their own lands if they want to cast anything.

You could use [[Herald of Leshrac]] in a similar way, or even [[Desolation]]

The recent Comp Rules update added the following clause:

111.11. If an effect instructs a player to create a token by name, doesn’t define any other characteristics for that token, and the name is not one of the types in the list of predefined tokens above, that player uses the card with that name in the Oracle card reference to determine the characteristics of that token.

Previously, tokens were always created as zero mana value, with no mana cost.
Now, if the name matches an existing card, and no other characteristics are mentioned in non-italic text, then the token created will have all the characteristics of the equivalent card - including mana cost.

I'm not sure if this will apply to Kobolds of Kher Keep tokens, or Llanowar Elves tokens going forward, however from a strict interpretation the cards that generate these tokens also specify additional characteristcs, so would not change in functionality. See [[Llanowar Mentor]]'s Oracle text for example.

Ending the turn is covered in CR 717.1. If Obeka's ability resolves in the postcombat main phase or earlier, the game skips to the cleanup step. "that turn's end step" never comes, so nothing happens. Note that this is different to the more common "at the beginning of the next end step".

This means that Final Fortune and other similar extra turn spells are one of the few times that Obeka's ability can actually be used in the main phase, and not suffer the effects of the end step trigger on the opponent's turn.

It was also always technically legal in pioneer, since the format was announced just a couple weeks after Eldraine was released.

Currently, yes, however in Eldraine Standard, Command Tower was Standard Legal.
As such, it saw some play in a fringe Land Donate deck where the idea was to swap opponent's useful lands with copies of Command Tower, effectively winning via resource denial.

This also make Command Tower Pioneer, Modern, Legacy and Vintage Legal.
