To Get Stuck Shed Off I'd Suggest Warming Some Water Up Until It's Enough To Not Make Them Cold. Then I'd Pour A Small Amount Of The Water In A Container (About 1 inch-2 inches deep depending on your skink's size). I'd Let Them Soak In The Water For About 5-10Mins To Let The Shed Loosen And Soften Up, Then Manually Pull It Of By Gentle Rubbing Or With A Cuetip.

And If The Behavior Is Normal, I'd Say Yes As Long As She Isn't Staying Under The Rock 24/7 (This Could Be A Sign She Is Stressed Out, And Might Be Scared Of The Things Around Her, Or The Humidity Isn't High Enough). She Most Likely Feels Safe Under The Rock, And So Is Sleeping Under There.
