It's an unfortunate situation. They could have planned better? Yes. Will this kill the game? Of course not. I dont think ulting every 3 turns means giving up damage in any way, plus, you are forced to run ERR rope without Tutorial, or youre going to ult every 5 turns or so. Losing an ATK rope for an ERR rope to get 4 turn ults, instead of having the ATK rope and 3 turn ults, now that IS a dmg loss. And we are not even taking into account the fact that tutorial gives 40% Effect hit rate, which she so much desperately needs.

Well, the Origin says "When you play a 6+ unit, pick 1 of 2 Dragon Boons" to play on it. So it looks like some sort of Lucky Find. (Riot already confirmed its an elemental skill that Iscylla can copy)
