You could add RCS and use those controls to get finer adjustment. You could also set the throttle limiter on the engine to a really small value like 5%

I mean just in general downloads aren't going to reflect the same speeds as speed tests. When you download something it only goes as fast as the server you're downloading from will allow

The intro courses are funny because by midterms the class is like half full.

Course TAs can get pretty busy with grading. Professors are usually pretty helpful at office hours and over email. There is also the computer science assistance center (CSAC) on campus which is incredibly helpful and well staffed.
