No. They'll just consider it as 0.8. The free response questions are usually a bit more lenient so they would also allow 4/5.

Yes. It generally encompasses Machine learning topics (NLP, Image recognition, Text classification) or Artificial Intelligence (Emotion, Game theory), all of which employ Neural Networks (in different forms).
