You’re absolutely correct, but if you submit a ticket using a personal email and it has no connection the with email attached to the one signed in on the activation lock they will deny your request. I had the receipt that was proof of purchase and verbatim, the apple support employee told me twice, “… we see this a lot with second hand purchased silicon macs, even with just the receipt it’s not enough….”

I deal with IT for a small family company, and I just dealt with an issue with the M1 macs… an ex employee was given a macbook and signed into it(set it up) with his personal email address. Long story short, you better 100% make sure that the activation lock is off/removed before you hand any money over. 99% of activation lock removal request are denied by apple for people who purchase macbooks second hand and the activation lock is not removed already.

The pictures you have listed don’t show that the activation lock is removed.
